• While it is clear that investigations must continue in order to establish the facts in detail, as well as profiles of the victims and perpetrators of the events of and immediately after 14 May 2002 in Kisangani, the Special Rapporteur wishes to present some preliminary observations based on the information and testimonies available to her at this stage.
