• On 26 August 1968, Matalam issued a Declaration of Policy stating that the independent Islamic state shall “extend and guarantee full and equal citizenship and fair representation in all its institutions, provisional or permanent, on all non-Muslims inhabitants of the said islands who make known their desires to secede from the Republic of the Philippines and join the new Islamic state”.
  وفي 26 أغسطس 1968 أصدر ماتلام إعلانًا سياسيًا ينص على أن الدولة الإسلامية المستقلة ستوسع وتمنح المواطنة الكاملة والمتكافئة والتمثيل العادل في جميع مؤسساتها بصورة مؤقتة أو دائمة، وذلك لجميع السكان غير المسلمين في الجزر المذكورة، وعرَّفوا عن رغباتهم بالانفصال عن جمهورية الفلبين والانضمام إلى الدولة الإسلامية الجديدة.
