After the 1991 Gulf War, Al-Ali decided to formally join the Iraqi opposition, and with Iyad Allawi formed the short-lived Al-Wifaq party. بعد حرب الخليج الثانية عام 1991 قرر العلي الانضمام رسميا إلى المعارضة العراقية ومع إياد علاوي شكل حزب الوفاق قصير الأمد.
Al-Ali has continued living in Baghdad since the war, where he continues to publish his weekly newspaper, which has now adopted an anti-occupation and opposition stance. استمر العلي في العيش في بغداد منذ الحرب حيث يواصل نشر صحيفته الأسبوعية التي تبنت الآن موقفا مناهضا للاحتلال والمعارضة.
As a result of this decision, Al-Ali was banned from returning to his home country, and was only able to return to Iraq after the 2003 Invasion of Iraq. نتيجة لهذا القرار منع العلي من العودة إلى وطنه ولم يتمكن من العودة إلى العراق إلا بعد غزو العراق عام 2003.
