Article 140 of the Constitution of Iraq states that before the referendum is carried out, measures should be taken to reverse the Arabization policy employed by the Saddam Hussein administration during the Al-Anfal Campaign. تنص المادة 140 من دستور العراق على أنه قبل إجراء الاستفتاء ينبغي اتخاذ تدابير لعكس سياسة التعريب التي اتبعتها إدارة صدام حسين خلال حملة الأنفال.
