Searle began his college education at the University of Wisconsin–Madison and in his junior year became a Rhodes Scholar at the University of Oxford, where he obtained all his university degrees, BA, MA, and DPhil. بدأَ (سيرل) تعليمَهُ الجامعيّ في جامعةِ (ويسكونسن-ماديسون)، وفي سنته الأولى أصبح باحثًاً ضِمن منحةِ روديس في جامعة أوكسفورد، حيث حصلَ على جميع شهاداته الجامعيّة (البكالوريوس والماجستير والدكتوراه).
Tradable smoking pollution permits were proposed by the economists Robert Haveman and John Mullahy of the University of Wisconsin–Madison as an alternative to smoking bans to solve the problem of cigarette-smoking "externalities" in public bars and restaurants.
