  ودُعي للحضور رؤساء دول وحكومات كل من أعضاء الاتحاد الأوروبي ومفوضية الاتحاد الأفريقي ولجنة المجموعة الاقتصادية لدول غرب إفريقيا والدول الأطراف في عمليتي الخرطوم والرباط، بالإضافة إلى الأمين العام للأمم المتحدة وممثلون عن منظمات دولية عدة ومنها منظمة الهجرة الدولية.
