In 2011, the European Commission against Racism and Intolerance report on Azerbaijan stated that "the constant negative official and media discourse concerning the Republic of Armenia helps to sustain a negative climate of opinion regarding people of Armenian origin, who remain vulnerable to discrimination." وفي عام 2011، ذكر تقرير المفوضية الأوروبية لمناهضة العنصرية والتعصب في أذربيجان أن "الخطاب الرسمي السلمي الرسمي والإعلامي بشأن جمهورية أرمينيا يساعد في الحفاظ على مناخ سلبي من الرأي فيما يتعلق بالأشخاص من أصل أرمني، والذين ما زالوا عرضة للتمييز".
The Armenian Constitutional Court decided that the protocols “cannot be interpreted or applied in the legislative process and application practice of the Republic of Armenia as well as in the interstate relations in a way that would contradict the provisions of the preamble to the RA Constitution and the requirements of Paragraph 11 of the Declaration of Independence of Armenia.” كانت العلاقات تسير باتجاه التطبيع لكن المحكمة الدستورية فاجأت الكل عندما قرّرت أن البروتوكولات «لا يمكن تفسيرها أو تطبيقها في العملية التشريعية وكذلك في العلاقات بين الدول لأن ذلك من شأنه أن يتعارض مع أحكام الدستور وبخاصة الفقرة 11 من إعلان استقلال أرمينيا.»
