Israel started investigating the nuclear field soon after it declared independence in 1948, and with French co-operation secretly began building the Shimon Peres Negev Nuclear Research Center, a facility near Dimona housing a nuclear reactor and reprocessing plant in the late 1950s. بدأت إسرائيل الإستقصاء في المجال النووي بعد وقت قصير من تأسيسها في عام 1948 وبدعم الفرنسي شرعت سرا في بناء مفاعلا نوويا ومصنعا لإعادة التجهيز في ديمونا خلال أواخر الخمسينات.

He convinced the Labor Party's economic boss Pinchas Sapir of the value of commencing the program by giving him a tour of the Dimona site in early 1968, and soon after Dayan decided that he had the authority to order the start of full production of four to five nuclear warheads a year. وقام باقناع بنحاس سابير، المدير الاقتصادي لحزب العمل، بقيمة البدء في البرنامج وذلك باصطحابه في جولة خلال موقع ديمونا في أوائل عام 1968، وبعد وقت قصير قرر ديان أن لديه صلاحية أن يأمر ببداية الإنتاج الكامل لأربع أو خمس رؤوس حربية نووية سنويا.
