  أصبح ستالين منزعجًا بسبب برقية أرسلها له مولوتوف جاء فيها أن اتفاق مولوتوف-ربنتروب أصبح مستنفذًا باستثناء القضية الفنلندية، إذ قال ستالين أن أي اتفاقات مستقبلية يجب أن تضاف إلى اتفاق مولوتوف-ربنتروب لأن هذا الاتفاق هو قاعدة أساسية للعلاقات السوفيتية الألمانية.
