  أعطي زيمتوف صلاحيات واسعة فيما يتعلق مدى التحصيل الضريبي ومسائل مثل التعليم والإغاثة الطبية والرعاية الاجتماعية العامة والإمدادات الغذائية وصيانة الطرق في مناطقهم ولكن كان في عداء مع الراديكالية مثل الحزب الاشتراكي الثوري والمثقفين والعدميين الذين يريدون المزيد من الإصلاح.
