Israeli Defence Minister Amir Peretz telephoned his German counterpart Franz Josef Jung to clarify that 'Israel has no intention to carry out any aggressive actions' against the German peacekeeping forces in Lebanon, who are there as part of UNIFIL to enforce an arms embargo against Hezbollah. وكان وزير الدفاع الإسرائيلي عمير بيريتز اتصل هاتفيا هاتفيا بنظيره الألماني فرانز جوزيف جونغ لتوضيح ان "اسرائيل لا تنوي القيام باي عمل عدواني" ضد قوات حفظ السلام الالمانية في لبنان التي تتواجد في اطار قوة الامم المتحدة المؤقتة في لبنان لفرض حظر على الاسلحة ضد حزب الله.

United Nations Security Council resolution 713, adopted unanimously on 25 September 1991, after receiving representations from a number of Member States and commending the efforts of the European Community in the region, the Council decided to impose, under Chapter VII, an arms embargo on the Socialist Federal Republic of Yugoslavia, in light of the outbreak of fighting in the country. قرار مجلس الأمن التابع للأمم المتحدة 713، المعتمد بالإجماع في 25 سبتمبر 1991، وبعد أن تلقى المجلس بيانات من عدد من الدول الأعضاء وأشاد بجهود الجماعة الأوروبية في المنطقة، قرر المجلس أن يفرض، بموجب الفصل السابع، حظرا على توريد الأسلحة إلى جمهورية يوغوسلافيا الاتحادية الاشتراكية، في ضوء اندلاع القتال في البلد.
