Motivated by the difficult situation through which the Republic was passing, with the aggravation of the Carlist War, Emilio Castelar commenced the reorganization of the army, announcing before the Cortes "to sustain this form of government, I need much infantry, much cavalry, much artillery, much Civil Guard, and many riflemen." بدافع من الحالة الصعبة التي تمر بها الجمهورية من تفاقم الحرب الكارلية بدأ ايميليو كاستيلار بإعادة تنظيم الجيش معلنا أمام الكورتيس "للحفاظ على هذا الشكل من الحكومة نحن بحاجة الى الكثير من المشاة والفرسان وأيضا الكثير من المدافع، بالإضافة إلى الحرس المدني والعديد من البنادق".
