He was promoted to the rank of bikbashi (Lieutenant Colonel) in 1840, then kaymakam (Colonel) in 1844, and finally amiralay (Brigadier General) in 1846. رقي إلى رتبة بكباشي (مقدم) عام 1840، ثم قائمقام (عقيد) عام 1844، ثم أميرالاي (عميد) عام 1846.

According to the agreement, Kuwait constituted “an autonomous kaza of the Ottoman Empire,” thereby recognizing Sheikh Mubarak al-Sabah as ruler of Kuwait as well as kaymakam (Ottoman district governor) (Article 1). بمقتضى الاتفاقية، شكلت الكويت "قضاء ذاتي الحكم تابعة للدولة العثماينة"، يعترف فيها بالشيخ مبارك الصباح كحاكم للكويت وكقائمقام، وهو منصب ادارية عثماني (المادة 1).
